I think it must be primarily for the benefit of the guest. The op is checking the restraints, he knows he's checking the restraints, and it doesn't matter if he accompanies it with a superfluous, out loud syllable. So it must be some sort of reassurance for the riders, either in the sense of telling them (a) this is what I'm doing, or (b) and I am acknowledging that it meet my approval.
Either way it's just silly as hell. I'm sure more than a few ride ops are going to go psycho ward by July. "Did you see what happened to poor Harry? He just goes around with this blank look in his eyes, mumbling, 'Check, check, check, check, check, check'."
